Jazmine was raised and born to Philadelphia, Pennsylvania. Pam, her mother was a former backup singer for Philadelphia International Records. Her father proposed her to take on the position of curator at the Historic Strawberry Mansion. She and her family then moved in to the historic landmark. She is a 2005 graduate from the Philadelphia High School for the Creative and Performing Arts in which she was an instructor of vocal music. Sullivan began singing in the children's chorus as a contralto after which she was a part of the adult choir just a couple of years later. Sullivan experienced only a small amount of secular music. She relates that she was 11 when someone was requesting her to sing for solos in church. But, she wasn't fully ready. In the following year, McDonald's held a contest for kids in big cities. I was allowed to sing "Accept the Grace of God" on the show Showtime At the Apollo. And the public was extremely supportive. At the age 13 she performed along with Stevie Wonder for his grandson's birthday. Sullivan was signed initially to Jive Records at the age 15. In the age group of 15 the label signed her to Jive Records. The label recorded her entire album at Jive Records, however the album was never released. Sullivan was then removed by the label. Missy Elliott was the producer on several songs on her debut album. Of these "Backstabbers" by Timbaland and Timbaland, which Elliott created was one of Sullivan's top tracks.
